Turks and Caicos Islands Tender Board selects Castalia Strategic Advisors to develop a National Energy Conservation Policy and Implementation Strategy for the Turks and Caicos Islands

The British Overseas Territories Environmental Programme has recently approved funding a project proposal to develop a National Energy Conservation Policy and Implementation Strategy for the Turks and Caicos Islands.

This project focuses on reducing the island’s dependence on fossil fuels, increasing energy-efficiency and energy conservation by promoting energy efficient technologies and usage.  The Policy document will be the first step towards aligning Government’s Policies, legislative procedures and guidelines in a systematic approach for fostering wide public support. It is expected that more sustainable patterns of power consumption and production would be established for the benefit of the Turks and Caicos Islands’ population, the Turks and Caicos Government and business community.

The consultancy for developing this project was tendered and ten companies submitted their proposals. After careful deliberation by the members of the TCIG Tender Board Castalia Strategic Advisors was selected to carry out this project.

With 30 years of advisory work in more than 60 countries worldwide, Castalia is a leading expert in electricity sector organization and reform, including strategies to improve financial, institutional, regulatory, governance, and other policy frameworks. Castalia has a strong track record in improving infrastructure services in small island countries, with a unique expertise on renewable energy and energy efficiency in the Caribbean. This was confirmed by excellent references received by the Tender Board about the work carried out by Castalia for the World Bank and the Inter American Development Bank in the Caribbean.

Castalia is currently completing a Sustainable Energy Framework project for Barbados, preparing a Renewable Energy Strategy and Implementation Plan for Mauritius, and advising on power sector restructuring in São Tomé e Príncipe with viable renewable energy and energy efficiency measures. They just developed the legal and regulatory framework for renewable energy development in the Commonwealth of Dominica. Among other recent projects, Castalia supported Jamaica’s Office of Utilities Regulation in a tender for over 70MW of renewable energy generation.

The work in the project is scheduled to start in November 2010 with the first visit of Castalia’s team to the TCI.
