Senior Energy Engineer SOG/ ST8 – Ministry of Science Technology, Energy and Mining

 

JOB PURPOSE

 

The incumbent is responsible for planning, executing and implementing policy initiatives, programmes and projects which are aimed at fostering energy conservation and efficiency, as well as, conducting pre-feasibility and feasibility studies on energy efficiency and renewable energy projects and provide advice and guidance on implementation of these projects thus fostering the exploration and development of new and renewable energy sources.

  • New and renewable sources of energy projects identified
  • Energy conservation and efficiency outreached programmes conducted
  • Policy relating to energy conservation and efficiency, new and renewable sources of energy development and implemented
  • Performance evaluation report prepared

 

 KEY RESPONSIBILITY AREAS

 

Management/Administrative

  •  Prepares annual budget for energy conservation and efficiency
  • Prepares Operational Plan for energy conservation and efficiency
  •  Submits proposals for the acquisition of equipment for the Unit/Division
  • Represents the Ministry at meetings/seminars as required
  • Attends Management Meetings as required.

 

Technical

  • Reviews existing pieces of legislations and standards to ensure that they remain relevant.
  • Reviews and comment on reports made by both local and international consultants.
  • Conducts Energy Audits of Government and non-Government entities that from time-to- time may request these services. This involves:
    •  Analyzing data to determine current energy consumption.
    •  Recommending ways to conserve energy and ultimately expenditures.
    •  Preparing a comprehensive report on each audit conducted.
    •  Liaising with energy related statutory bodies with regards to the implementation of projects arising from agreements with third parties. This involves monitoring and compliance with all relevant standards.
    •  Undertaking preliminary studies and projects relating to safety and environmental impact will be fully protected while ensuring the adequacy of energy supplies.
    •  Providing technical assistance to persons or entities, desirous of constructing an energy generating facility using new and renewable sources of energy;

 

 Human Resource

  •  Manages the welfare and development of staff through effective performance management, training and development.
  • Provides leadership to staff through effective objective setting, delegation, and communication.
  • Provides guidance to staff through coaching, mentoring and training, providing assistance and support as needed.
  • Ensures that training and other needs of employee(s) are adequately identified and addressed.
  • Ensures that direct reports are aware of, and adhere to the policies, procedures and regulations of the Division and the Ministry. 

 

 PERFORMANCE STANDARDS

  •  Performance evaluation reports prepared within agreed time frame to agreed standards.
  • Petroleum Legislations reviewed annually and reports submitted.
  • Energy policy reviewed annually.
  • Energy codes and standards reviewed annually. 

 

 MINIMUM REQUIRED QUALIFICATION AND EXPERIENCE

  •   BSc. in Engineering or Natural Sciences;
  • Graduate level training in Business Administration or Engineering Management;
  •  Minimum of three (3) years work experience at the management level;

 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB

 . Exposure to all weather conditions

. Island wide travelling

. May be required to work on weekends and beyond normal working hours

  

Remuneration

 Salary in the scale – $1,991,971 – $2,367,828 per annum

 Travelling with motor vehicle: $514,500.00 per annum

 Travelling without motor vehicle: $208,380.00 per annum
