Request for Expressions of Interest for Consultants to conduct the Mid-Term Evaluation of the Support to the Sustainable Energy Framework for Barbados Pilot Projects

  1. The Government of Barbados through the Division of Energy and Telecommunications of the Prime Minister’s Office is inviting Expressions of Interest (EOI) from individual consultants to assist the Government in carrying out a Mid-Term Evaluation for the Support to the Sustainable Energy Framework for Barbados (SEFB) Pilot Projects.
  2. The Government has signed a Non-reimbursable Financing Agreement with the Inter-American Development Bank (IDB) to receive funds from the Global Environment Facility.  The general objective of the project is to promote renewable energy (RE) and energy Efficiency (EE) in Barbados. This will assist in reducing the country’s dependence on imported fossil fuels thus enhancing security and stability of energy supply and improving environmental sustainability.
  3. Activities under this Agreement include: (i) the implementation of a public awareness campaign to promote energy efficiency and energy conservation in homes, (ii) the implementation of an energy efficiency and energy conservation pilot project, and (iii) the implementation of a renewable energy pilot project.
  4. Interested consultants must provide information establishing that they are qualified to perform the services by submitting evidence of their past experience in undertaking similar projects and the availability of appropriate skills.  This information should include – curriculum vitae, work experience with energy/environment projects, experience in similar project evaluations, competency in English, and any other relevant information.
  5. The individual consultant will be evaluated in accordance with the following criteria:

a. Qualifications and academic background;

b. Work experience in the field of renewable energy/energy conservation;

c. Work experience in conducting mid-term project evaluations;

d. Language proficiency/competency in English

6.  A short list of no more than six (6) consultants that indicate an interest will be invited to submit proposals.                         Applicants will be advised of the results of their applications in due course.

7. Interested individual consultants are asked to obtain information which outlines the details of the services to be                supplied from the following address between the hours of 9:00 a.m. and 4:00 p.m. Monday through Friday                          except on Public Holidays:

8. All Corporate applicants should include with their application a copy of the company’s Certificate of                                       Incorporation as evidence that the company is an existing registered company as at the date of application.  The               Certificate must be in the name of the applicant.  If the Certificate of Incorporation is not included with the                           application at opening, the application must submit this within two weeks after application opening.

9. Local applicants are advised that the Certificate of Incorporation referred to at the paragraph above means a                      Certificate of Incorporation issued under the 1985 Companies Act of Barbados or, where applicable  Certificate                  of  Continuance and/or a Certificate of Amalgamation or a Certificate of Amendment.  CERTIFICATES MUST BE                  DATED AFTER 31ST DECEMBER, 1984.

10. The successful applicant will be required to enter into a contract drafted by or in a form approved by the                              Solicitor General or another Legal Officer in the Public Service approved by her.

11. A surety for the due performance of the contract will be required by way of one of the following methods listed                   below:-

a. by way of a deposit with the Treasury of a sum of money or approved securities to the value of not                                             less than 10 per cent of the contract price; or

b. by way of a Bank or an accredited Insurance Company whose liability shall not be less than 10 per                                             cent of the contract price.  The cost of obtaining such a surety shall be the responsibility of the                                                   contractor, who need not specifically make arrangements for sureties unless and until his tender has                                       been accepted.

12. This contract will be for a period of two (2) months.

13. The original and one copy of the Expressions of Interest clearly marked: Request for Expressions of                                Interest – Mid-Term Evaluation Consultancy, must be prepared in English and delivered in sealed                            envelopes to the following address (2) no later than 4:30 p.m. on Tuesday December 6, 2011.

14. No application will be considered unless it complies with conditions set out in this notice.

15. The Government of Barbados reserves the right to accept or reject any application received.
