(Closed) RFP: Technical Assistance and Capacity Building for the Promotion and Development of Cost Effective Small Hydro Projects

The GoJ intends to apply part of the proceeds towards payments under the contract for a consulting firm to provide technical assistance for the promotion and development of cost effective small hydropower projects and capacity building for the Petroleum Corporation of Jamaica (PCJ).

The PCJ intends to carry out investment promotion activities for three (3) small hydro sites for which feasibility studies have already been completed: Great River; Laughlands and Back Rio Grande. The PCJ has embarked on hydropower feasibility studies for ten (10) other rivers to expand the island’s hydropower energy potential through the development of run of the river type schemes. These studies are slated to begin on 2012. The PCJ intends to implement initiatives that will improve its capacity to facilitate private sector investment in the small hydro sector in coordination with other government agencies.

The objectives of this consultancy are to:

  • Provide technical assistance and guidance to key stakeholder agencies
  • Equip developers and investor with the knowledge regarding hydropower potentials and investment opportunities
  • Provide technical, financial and environmental analysis and evaluation support
  • Support the development and implementation of departmental policies , procedures and framework
  • Create an interactive web-based platform for easier information exchange with project developers interested investors and the relevant local agencies;
  • Plan, coordinate and implement promotional activities to catalyze private sector investment (locally and overseas); and
  • Provide technical and commercial capacity strengthening support to PCJ’s Centre of Excellence for Renewable Energy (CERE)

The PCJ now invites eligible consultants to indicate their interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services( brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition). However, Consultants who are contracted by the PCJ to complete feasibility studies under the IBRD loan may not be short-listed for the Request for Proposals to provide technical assistance and capacity building.

Firms seeking clarification to the Request for Expressions of Interest should send an email to or fax 876-960-6443 or mail to the address beow no less than five days before the final submission date for the Expression of Interest.

One (1) original and five (5) copies of the Expressions of Interest must be delivered no later than the following date and time: 10:00 am Est, on December 6, 2011. The opening of EIOs in on 10:15am on December 6, 2011 at 2a Devon Road (Upstairs), Kingston 6 in Conference Room No. 212.
