The Governments of Grenada and Saint Lucia have received financing from the World Bank towards the cost of the Eastern Caribbean Energy Regulatory Authority (ECERA) Project, and intends to apply part of the proceeds for Consulting Services to Design Tools and Mechanisms for the Eastern Caribbean Energy Regulatory Authority.

 

The consulting services (“the Services”) involve the design of day-to-day operating tools and mechanisms that will allow the Eastern Caribbean Energy Regulatory Authority (ECERA) to effectively discharge its core regulatory functions when established. This Consultancy will be implemented over a period of six (6) months. The Organization of Eastern Caribbean States (OECS) Secretariat, acting on behalf of the beneficiary countries, now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

General Experience in similar projects in energy regulatory issues

–          level of responsibility, not just number of projects;

–          as a principal or an associate to a lead consulting firm?

–          experience of the firm or individuals before they joined the firm?

Experience working with project implementing agencies similar to the Organization of Eastern Caribbean States, which is an International Organization.

Experience in climatic, geographical and cultural areas similar to those of the project (small island developing states).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, Revised October 1, 2006 & May 1, 2010 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

 

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the Consultant Guidelines.
