Regional Workshop of Capacity Building and Lessons Learned of development of CDM Programme of Activities (PoA) and NAMAs.

Place: Kingston, Jamaica
Objectives

Improve the knowledge regarding the concepts of PoAs and NAMAs, specifically in the public sectors of energy, environment and agribusiness; Present the state of art of PoAs and NAMAs, placing specific emphasis on political, regulatory, operational requirements, financing mechanisms as well as business models; Discuss technical and organization elements for the design and implementation of PoAs and NAMAs; Identify plausible PoAs and/or NAMAs and its elements of development in the Caribbean region; Promote PoAs and/or NAMAs to reduce GHG emissions on a local level such as the Caribbean cities; Discuss with governmental, public and private company representatives how the contribution of the PoAs and/or NAMAs helps to achieve their national objectives of sustainable development.

Expected outcomes
An improved understanding of PoAs and NAMAs and how they can be structured;
Identification of regional and national entities that are interested in developing PoAs and/or NAMAs
Participants targeted Project developers and programs with an interest in programmatic CDM and in supporting the preparation of NAMAs. Designated National Authorities (DNAs) for CDM, national agencies interested in the development of PoAs and NAMAs, technical country representatives which work in the preparation of their energy matrix and in of renewable energy and sustainable energy programs. City officers or local government representatives, who are working with climate change mitigation. Other relevant stakeholders and important players for the PoA development (banks, DOEs, etc.).
Organization and Financing
The workshop is being organized by the Latin American Energy Organization (OLADE, acronym in Spanish) and UNEP Risoe Centre (URC) and supported by the Ministry of Science, Technology, Energy and Mining of Jamaica and the Ministry of Environment of Jamaica.
