(Closed) Project coordinator – OECS secretariat (Deadline: February 4, 2011)

The Organization of Eastern Caribbean States [OECS] has received financing from the Caribbean Development Bank [CDB] toward the cost of a Technical Assistance Project – Sustainable Energy for a Competitive OECS, and it intends to apply part of the proceeds to eligible payments under the contract for which this invitation is issued.The Project comprises three components to be undertaken by consultants, namely; the development of [i] an OECS Sub-Regional Energy Efficiency Strategy and Action Plan, complemented by National Strategies and Action Plans; [ii] model legislation including regulations and rules for energy management in the OECS within the context of the OECS Economic Union; and [iii] a public education and awareness program on energy efficiency.

OECS Secretariat, the Executing Agency, wishes to procure individual consulting services to act as Project Coordinator, who will have day-to-day responsibility for project coordination, implementation performance monitoring and generally ensuring compliance with the various conditions associated with the Project.The duties and responsibilities of the Project


Coordinator will include, inter alia:
–Finalizing of a detailed project implementation schedule with the consultants, identifying key milestones and targets
–Representing the OECS Secretariat in all its dealings with consultants
–Chairing the committee for evaluating proposals and recommending of award for consultancy services
–Liaising with CDB on technical and administrative matters related to the Bank´s policies, procedures and guidelines during Project implementation
–Coordinating the scheduling of work plans with the Team Leaders of the various consultants
–Ensuring that all deliverables are produced within agreed time frames
–Submitting the various consultant´s reports to CDB
–Liaising with the focal points in the participating OECS member countries on the technical review of project reports and ensuring that the comments are received at the OECS Secretariat from the member countries of the OECS before the end of the respective review periods
–Ensuring that the meetings/consultations referred to in the Consultants´ Terms of Reference are scheduled and held as prescribed
–Procuring and/or making available such documents as may be required by the consultants for reference
–Preparing and submitting to CDB quarterly progress reports, including a Final Report on the project related costs, expenditure and disbursement activities
–Preparing and submitting to CDB a Project Completion Report, not later than three months after completion of major project components


OECS Secretariat now invites interested eligible individual consultants to submit statements of capability for the provision of these services.The duration of the assignment is expected to be for a period of 30 months.
A consultant will be eligible for procurement if: [a] the person is a citizen or bona fide resident of an eligible country; and [b] the consultant has no arrangement and undertakes not to make any arrangement whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.Eligible countries are member countries of CDB.

In the assessment of submissions, consideration will be given to academic background, experience and knowledge of local and regional conditions.The incumbent should preferably have a Master´s Degree in a relevant area [e.g., energy management, electrical engineering, environmental management] and suitable experience in renewable energy and energy efficiency.A Bachelor´s Degree in a relevant area together with at least 12 years experience in renewable energy and energy efficiency may be considered.Other relevant experience includes project management, project reporting, excellent oral and written communication skills, and the ability to work with a multi-disciplinary, multicultural team.

One hard copy of the statement of capability must be received at the first address below no later than 1600 hours on Friday, 4 February 2011, and one hard copy must be sent simultaneously to CDB at the second address below.The sealed envelope containing each submission should include the name and address of the applicant and be clearly marked “Statement of Capability – Project Coordinator Sustainable Energy for a Competitive OECS”.
Following the assessment of submissions, a shortlist of no less than three and no more than six applicants will be invited for an interview.OECS Secretariat reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.It will not be bound to assign any reason for not shortlisting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of statements
