OLADE Opening of the Sub Regional Office of the Caribbean


The Latin American Energy Organization OLADE Sub-Regional Office of the Caribbean was officially launched August 14, 2012.  The Honourable Phillip Paulwell, Minister of Science, Technology, Energy and Mining of Jamaica was the guest speaker on this momentous occasion He was accompanied by other Ministry Officials such as Minister of State, Honourable Julian Robinson and Permanent Secretary, Mrs. Hillary Alexander

 The signing of the Memorandum of Understanding (MOU) between the Government of Jamaica and OLADE was undertaken on the same occasion.


This initiative has far- reaching implications, not only for the Jamaica- OLADE relationship, but for the wider Caribbean and the countries here represented in the sub-region.  In fact, this office creates an opportunity for greater regional integration, especially in the energy sector.


OLADE’s Executive Chairman (Dr. Victorio Oxilia) visited Jamaica from September 26 to 28, 2012 and met with the Minister of Science, Technology, Energy and Mining, Honourable Phillip Paulwell .


He also took the opportunity to visit the Sub-Regional Office to get a firsthand experience and at the same time he pledged his strong support so that the aims and objectives of this Office will be realized.

For OLADE, the Sub-Regional Office addresses one of the main strategic objective of fostering integration and energy security in the Region.  In other words, it greatly facilitates the process by which member states can undertake common effort to achieve integration and development in the regional energy market.


Main Aims and Objectives

The goals and objectives of the Sub-Regional Office are in compliance with that which was established in the Lima Agreement.  It was also framed with the strategic plan, the three (3) year plan and the Annual Operation Plan of OLADE.

The main aims are as follows:

a)     Support compliance with OLADE’s Mission and Vision

b)    Foster integration, protection, conservation and rationale use and commercialization of energy resources

c)     To buttress and support energy security of the Sub-Region by diversifying energy supply mix

d)    Strengthen and position OLADE in supporting and coordinating the member countries sub-regional projects

e)     Coordinate actions under the guidance of the Executive Secretary in order to channel resources in the most effective and efficient manner.

Roles and Functions

}  Provide Technical Assistance and Expert Advice for Member Countries

}  Promote and support Caribbean Energy Agenda

}  Raise funds for Projects and Programmes of interest in the sub-region

}  Collect Energy Statistics, promote and publish OLADE’s activities, events, products and services

In summary, the Sub-Regional Office of the Caribbean stands ready to provide support when required by its Member Countries. It is important to note that the close co-operation and support by agencies of the region is greatly welcomed and appreciated.
