IRENA receiving project funding applications until 12 January

Mobilizing finance is one of the greatest challenges for scaling up renewable energy. Providing financial support to projects that are innovative, replicable and broaden energy access is crucial.

IRENA is welcoming online applications with project summaries for concessional loans worth USD 50 million from the Abu Dhabi Fund for Development (ADFD) to facilitate renewable energy projects in developing countries, in the first of seven funding cycles totalling USD 350 million. Renewable energy projects must be government-led or government-guaranteed. Online applications close on 12 January 2013, 17:00 (Abu Dhabi local time).

Projects selected by IRENA for funding by the ADFD will need to offer innovative and replicable approaches to broaden energy access, meet development goals and accelerate the uptake of renewable energy technologies in developing countries, thereby also attracting further finance. IRENA will ensure that the endorsed activities represent a diverse range of technologies, are geographically dispersed and address energy security issues.

Projects involving all forms of renewable energy – including bioenergy, geothermal energy, hydropower, ocean energy, solar energy and wind energy – are invited to apply.

The details of ADFD support for this first funding cycle are as follows:

  • Loans will range from USD 5 million to USD 15 million per project, and will cover up to 50 per cent of project cost;
  • Loan rates will vary between 2 per cent and 6 per cent per annum, with duration of 15 to 20 years, including a grace period of 3 to 5 years;
  • The final terms and conditions of the loan will be set by ADFD;
  • The intention is for the loans to cover as many recipients as possible per application cycle. There are no limits to the number of project proposals presented by each country, but applicant governments are advised to prioritise their proposals;
  • For project proposals to be eligible they must come from developing countries that are either Members of IRENA, Signatories of the IRENA Statute, or States in Accession.They must also be on the Organisation for Economic Co-operation and Development’s (OECD) “DAC List of ODA Recipients”;
  • Non-governmental entities may submit project applications on the condition that the government will act as the guarantor of the ADFD loan;
  • Loans must be used for activities or assets directly related to the proposed project. The loans must not be used to fund any pre-development activities such as feasibility studies, environmental impact or socio-economic studies, etc. and
  • The ADFD will make the final selection from the projects endorsed by IRENA.

  • Applicants should submit their online application no later than 12 January 2013, 17:00 (Abu Dhabi local time).

At the end of March 2013, submitting entities will receive notice from IRENA concerning the outcome of their project summary applications. If successful, the applicant will be invited to submit a full project proposal through the IRENA website before the end of May 2013. The final decision on projects lies with the ADFD, and IRENA will report the final selection of projects by December 2013.
