Call for innovative proposals aimed at increasing energy efficiency and access to renewable energies.
Thanks to the joint cooperation of the Sustainable Energy Fund and IDEAS, this year, the winning proposals of regional consortiums headed by eligible Mexican institutions may be rewarded with up to USD 400,000.
In addition, thanks to Ukaid from the Department for International Development (DFID), applications from Antigua and Barbuda, Dominica, Grenada, St Kitts and Nevis, St Lucia, St Vincent and the Grenadines will also be welcome.


Sustainable Energy Fund (FSE) – IDEAS Energy Innovation Contest on Renewable Energy and Energy Efficiency in Latin America and the Caribbean


Simple innovations can have a dramatic effect on the way businesses and markets operate in developing countries. Countries in Latin America and the Caribbean (LAC) have great potential for the development of economically and environmentally sustainable projects in key areas, such as renewable energy, energy efficiency and biofuels. Local innovation and the adaptation of existing technologies to local circumstances are essential for increasing the competitiveness of renewable energy services and tackling environmental concerns. This competition seeks to support scientific research and applied technology initiatives focused on the adoption, innovation, assimilation, development and transfer of technology in connection with renewable energy sources and energy efficiency, having a tangible impact on the local or regional area, while supporting the development of sustainable economies and reducing poverty.

What is FSE?

The Sustainable Energy Fund (FSE, for its acronym in Spanish),is an instrument created by the Government of Mexico to promote scientific research and applied technology, as well as the adoption, innovation, assimilation and technological development in four lines: energy efficiency, renewable energy sources, use of clean technologies and diversification of primary energy sources.

What is IDEAS?

The Energy Innovation Contest –IDEAS– is an Energy Innovation Contest intended to support the development of innovative projects and ideas promoting renewable energies, and improving energy efficiency and the access to energy in the region. IDEAS was first launched in February 2009, with the support of the Inter-American Development Bank (IDB), the Government of Korea, non-governmental organization GVEP International (GI) and the German Technical Cooperation for Development (GTZ), and funded by the Ministry for Economic Cooperation and Development of Germany (BMZ). It received over 1,000 applications from 28 Latin America and Caribbean countries addressing energy efficiency, access to energy in rural areas and the expansion of renewable energy sources. 26 winners were selected in Argentina, Brazil, Colombia, Chile, El Salvador, Guatemala, Honduras, Mexico, Panama, Peru, Saint Vincent and The Grenadines, and Saint Lucía.

IDEAS-FSE cooperation

On June 7, 2011, the Mexican Secretariat of Energy and the Inter-American Development Bank (IDB) signed a Memorandum of Understanding to promote innovation in the area of sustainable energy.

This mechanism will aid in consolidating the creation of institutional capacity in academic-scientific communities through the creation of regional alliances between researchers and the private sector. The first activity is the launch of this joint research and development contest.

The IDEAS-FES joint contest is expected to have a direct impact on the academic and scientific community of the energy sector, both on account of the construction of capacity and the development of projects, allowing improvement in competitiveness of energy technologies.


The program will be jointly sponsored and managed by the Sustainable Energy Fund (FSE), the Inter-American Development Bank (IDB) and the Korean Government:

  • Sustainable Energy Fund (FSE): an instrument for the technological development of Mexico intended to promote scientific research and applied technology, as well as the adoption, innovation, assimilation and technological development in four lines: energy efficiency, renewable energy sources, use of clean technologies and diversification of primary energy sources.
  • Inter-American Development Bank (IDB): a multilateral development bank aiming, among others, at mobilizing resources for investing in climate change adaptation and mitigation, especially renewable energy and energy efficiency.
  • Korean Government: has a strong record of fostering innovation and strategizing energy policies. In this tradition, the Government works towards achieving a low carbon society, as one of its major national energy policy goals:
  • UKaid from the Department for International Development (DFID): is particularly interested in supporting enterprise development in all Caribbean countries.

How to Apply

Applicants must fill in an online application form.

Each applicant may submit only one application. Applications will be accepted in Spanish, English, Portuguese or French. Applications are eligible from any country in the Latin America or Caribbean regions.

In the case of applications led by eligible Mexican institutions, the applicants must not only submit the application letter and consortium agreement, but also register them in this website.

Deadline for submission of applications
The proposals must be submitted once the online application form, available at IDEAS’ webpage:,has been filled out between September 15 and October 31, 2011. Any application received after this date will not be considered.
