(CLOSED)For the Consultancy Services on Energy Efficiency Standards for Buildings in Tropical Climates || Deadline: January 16, 2012

It has become clear that energy efficiency is the most effective way to reduce energy consumption and, consequently, energy efficiency plays a pivotal role in dealing with climate change, energy security, and sustainable economic development.

Based on the above statement, the Department of Sustainable Development of the General Secretariat of the Organization of American States (OAS/DSD) though the European Union-funded initiative, Caribbean Sustainable Energy Program (CSEP), in collaboration with the Caribbean Renewable Energy Development Programme financed by the Government of Germany (CREDP-GIZ) are providing technical assistance to the Halls of Justice Project (HoJ) of the Eastern Caribbean Supreme Court (ECSC) in the area of energy efficiency for the design of their buildings.

The objective of the consultancy is to prepare a Design Guide Book (DGB) for buildings in tropical climates which will (a) assist with decision making for building designers, and (b) serve as the baseline to prepare a comprehensive design manual for office buildings in tropical climates that consider energy efficiency measures and include renewable energy conversion technologies to minimize energy consumption and building lifecycle costs.

Beyond explaining the concept of energy efficient building design as a holistic approach, the DGB will also show examples of implemented measures that are suitable for the given climate, and their effects on the building’s energy balance.

The duration of the assignment is expected to be for a period of four (4) months.

In this regard, the OAS/DSD is inviting qualified professionals and/or firms with expertise on integrated architectural and engineering design, specifically who possess capacity and technological expertise in energy efficiency standards for buildings in tropical climates.

The beneficiary countries of this initiative will include all CARICOM Member States.

Consultants are eligible to participate if they are citizens or are registered institutions in a Member State of the European Union and/or are citizens or registered institutions in an Eligible African, Caribbean and Pacific (ACP) State in conformity to the Cotonou Agreement.

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability and existing commitments. All information must be submitted in English.

Statement of Capability including all supporting documents must be submitted via e-mail to Carolina Peña ( by Monday January 16, 2012. The subject of the e-mail should be “Expression of Interest – Consultancy Services for Energy Efficiency Standards for Buildings in Tropical Climates”.

Candidates submitting expressions of interest will be subject to a competitive process, a shortlist of not less than three and not more than six applicants and will be provided with the full terms of reference and invited to submit technical and financial proposals to undertake the assignment.

The OAS/DSD reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of statements.
