The Caribbean Community (CARICOM) Secretariat wishes to advise that it will be convening a Regional Renewable Energy Project Financing Workshop and RETScreen Training in Jamaica on 15-16 December 2011, targeting existing and potential Renewable Energy (RE) project developers and sponsors. 

It has been well established that there is tremendous scope for the development of Sustainable Energy (SE) Projects in the Region. However, there are critical barriers to be addressed. One of the key barriers identified in the development of SE Projects in the Caribbean is access to appropriate finance mechanisms. Historically, commercial banks and other financial institutions in the Region have not been amenable to providing resources for investment in RE and as such, despite the fact that RE projects in the Caribbean are relatively small, investors quite often are unable to access the resources to invest in these projects. The emergence of the carbon market and financing options through International Risk Guarantee Mechanisms present opportunities for RE project developers. Undoubtedly, the Caribbean is poised to make advancements in RE technologies contingent on the availability of financing. It is therefore imperative that the capacity be developed to take advantage of these financing options which may be available in the context of the Caribbean.

In light of the foregoing, the objectives of the Workshop are to –

(i)         Train existing and potential project developers, sponsors and analysts in the preparation of RE projects in keeping with the stipulated requirements of targeted financing facilities and to expose them to the range of proven innovative financing options available to support RE development; and

(ii)        Increase skills in RE project analysis and assessment using RETScreen and other software by training stakeholders, project analysts and financiers in the use of the software.

The CARICOM Secretariat would like to advise that the Workshop will be funded under the 9th European Development Fund (EDF) Caribbean Renewable Energy Capacity Support (CRECS) Project arrangements, which require the following –

(i) participants attending Meetings funded by the 9th EDF would be required to pay their airfares to attend the meeting;

(ii) on arrival at the Meeting and on presentation of their inbound boarding pass(es), participants will be paid 100% of the per diem;

(iii) on return to their home destination, participants will be required to submit to the Secretariat, their outbound boarding pass(es), invoice(s) and receipt(s) from their travel agency as evidence for reimbursement of airfares. The Secretariat will undertake to process these refunds within three weeks of submission.


The Secretariat is desirous of identifying potential participants from the private and public sectors who will be sponsored to attend this Workshop from the CARIFORUM countries participating in the CRECS Project. The CARIFORUM countries participating in the CRECS Project include Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Haiti, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, Suriname, Trinidad and Tobago and the Dominican Republic, together with Jamaica, the host country.

To this end, the CARICOM Secretariat hereby invites nominations from suitable persons in the private and public sectors, who are involved in RE development/RE project appraisals and who could benefit from the knowledge to be imparted at the Workshop. The Nomination Form which is attached (below) must be completed for each nominee and submitted at the earliest opportunity but no later than Friday, 2 December 2011.
