The Government of Jamaica (GoJ) has received financing from the International Bank for Reconstruction and Development (IBRD) towards the cost of the Energy Security and Efficiency Enhancement Project (ESEEP). This project is being implemented by the Ministry of Science, Technology, Energy and Mining (STEM), the executing agency in collaboration with several other state implementing partners. The GoJ intends to apply part of the proceeds toward payments under the contract for a suitable qualified firm to consolidate the policy and legislation governing the electric power sector in Jamaica.

Scope of Works:
The scope of the works shall include but is not limited to:
a) A comprehensive review of the draft Electric Power Sector Policy and Strategy Document and validation of the work previously completed in order to finalize the Policy document;
b) Complete drafting of Primary Legislation for the electricity sector in Jamaica in accordance with drafting instructions, building on and referencing the relevant existing Policies (National Energy Policy and Sub – Policies), Acts (Electric Lighting Act, OUR Act, Petroleum Quality Control Act), Licences (All-Island Electricity Licence, other) and Regulations governing the sector; and
c) Development of a set of rules and Standard Operating Procedures and Model Agreements such as PPAs to support the efficient operation of the sector in pursuit of the objectives of the National Energy Policy and sub- policies

This assignment is expected to require 6 man month of effort from the consulting firm.
