PROJECT MANAGEMENT UNIT (PMU)

“Preparation of a Geothermal Based Cross-Border Electrical Interconnection in the Caribbean” Geothermal Development Project in Dominica

On July 22, 2007, the European Commission (EU) approved a grant of Euro 1.5 Million (Total project cost is Euro 4 Million) for the project “Preparation of a Geothermal Based Cross-Border Electrical Interconnection in the Caribbean”. The Government of Dominica signed the Grant Financing Agreement on January 17, 2008. On November 07, 2008, the Government of Dominica signed Grant Financing Agreements with the Agence Francaise de Development (AFD) and the Fonds Francais pour l’Environnement Mondial (FFEM) of Euro 2 Million each, in respect of the Project.

The Government of Dominica wishes to provide improved access to more affordable electricity services in Dominica via the introduction of a low cost, renewable energy source and interconnection with nearby islands. A successful project in Dominica would provide a persuasive regional energy infrastructure development model for other countries in the Eastern Caribbean.

Key bottlenecks to geothermal development and utilization in Dominica includes the lack of sufficient geo-scientific and technical studies and data, and an appropriate institutional framework for private development of the geothermal resource. A specific objective of the proposal is therefore to produce sufficient data, and an appropriate institutional arrangement to spur the structural transformation of the country’s energy profile.

The project is intended to determine whether the geothermal resource in Dominica is technically suitable for exploitation, and which, if developed, will lead to the possibility of submarine electrical transmission, and interconnection with neighbouring islands. This will involve the drilling of exploratory wells so as to characterize the temperature, pressure, depth, physical-chemical typology and the feasibility of extracting the fluid considering the corrosion deposits. Accordingly, a Technical Assistance component will be implemented to build institutional capacity in Dominica. Such capacity building will seek to develop and manage Public-Private-Partnerships (PPP) and ensure that the capacity for future growth in this sector exists.

The Agence Francaise de Development (AFD) is the Implementation Partner of the Government of Dominica. Implementation of this Project will add value to Dominica and the region in respect of its export potential, regional integration, environmental benefits, and macro-economic transition.

The project document indicates that the Government of the Commonwealth of Dominica (GoCD) will establish a Project Management Unit (PMU), which will be located in the Ministry of Energy. The PMU will manage the implementation of the various components of the project in cooperation with AFD.

The following job opportunities exist with the Project Management Unit (PMU) of the Geothermal Development Project in Dominica, which is expected to be established by June 01, 2009:

· Project Coordinator

Under the guidance of the Permanent Secretary, Ministry of Public Utilities, Energy and Ports the Project Steering Committee, the Project Advisor/Consultant and the NAO’s office, the successful candidate will have overall responsibility for ensuring that the project’s aims and objectives are met and that the project is implemented within the time and budgetary allocations. The Project Coordinator will also be responsible for the review of the outputs from the project personnel and consultants/contractors and ensuring that all project activities mutually support and strengthen each other.

· Project Officer

Under the direction and supervision of the Project Coordinator, the successful candidate will assist the Project Coordinator, in consultation with the Project Advisor, in the technical review and management of the project, “Preparation of a Geothermal-based Cross-Border Electrical Interconnection in the Caribbean”.

· Executive Officer – Accounts

Under the direction of the Project Coordinator, the successful candidate will be responsible for all financial aspects of the geothermal project to ensure that expenditure is in keeping with established guidelines and budgets.

The salary will be based on the individual’s qualifications and experience. The salary range for this position is S5, Grade 3 the scalar salary schedule.

Merit Criteria:

Qualifications and Experience

· A First Degree in an engineering discipline or natural science and/or management with at least five (5) years project management work experience or at least five (5) years work experience in the capacity of Project Coordinator.

· Strong writing and communication skills are essential as well as experience in report writing.

· Experience in coordinating a similar project would be an asset.

Knowledge and Skills

· Demonstrated team leadership.

· Knowledge of project management principles and practices including results based monitoring, critical path, logical framework and budgeting.

· Word processing, database management, spreadsheet software, report writing, data acquisition and analysis.

· Good knowledge of Microsoft Project software.

· Knowledge of managing EU and other International Donor funded projects would be a distinct asset.

Language Requirements

Assure effective planning and coordination in general of the activities of the Unit in agreement with the Ministry of Energy. 2. Summary

3. Duties and Responsibilities

a. Be responsible for the orderly operation of the project, in line with established procedures and within established standards.

b. Ensure compliance with all Donor, National and Statutory financial regulations and other legal and regulatory requirements.

c. Ensure that the project funds are administered in keeping with the established project budgets and disbursement procedures.

d. Ensure that all project partners and funding agencies are informed of the project status via, but not limited to, the submission of reports (narrative and financial) and that schedules are prepared and submitted within established time frames.

e. Convene meetings of the PSC and Project Partners.

f. Convene monthly meetings of the PSC with the Project Team to review commitments and liabilities and other project financing needs and ensure that these are shared with the appropriate stakeholders/persons.

g. Ensure coordination and support for projects, facilitates information sharing as well as coordinates activities among project stakeholders.

h. Responsible for developing Tender Dossiers, contractor specification and ensuring the appropriate “sign off” on the tender dossiers prior to launching are received.

i. Ensure that the appropriate procurement procedure is utilized when procuring services, works or supplies in compliance with established procurement policy.

j. Liaise with collaborating organizations to ensure adequate and timely technical inputs to the project.

k. Consult with the Minister of Energy, AFD and NAO’s office on the finances of the project and the consultants\contractors required for specific project tasks.

l. Prepare a project implementation plan to ensure that consultants/contractors are available to carry out specific project tasks and that their project inputs and outputs are integrated into the implementation plan.

m. Integrate the services/expertise of the Geothermal Consultants/Contractors into the operations of the PMU to ensure efficiency and effectiveness of the PMU.

n. Supervise the execution of all contracts, propose contract amendments where necessary, certify all payment orders against a review of deliverables and oversee the final evaluation as condition for final payment.

o. Lead and assist in the recruitment of project staff.

p. Ensure that technical documents for assigned tasks/contracts are fully reviewed, assessment reports prepared and discussed.

q. Provide guidance to project consultants/contractors in the execution of their assignments.

r. Design and implement a performance management system for the project staff.

s. Represent the PMU at local or out-of-state meetings as requested.

e. Assist in the preparation of project implementation reports and schedules for submission to the Project Coordinator and funding agencies.

f. Liaise with collaborating partners in assigned tasks with regards to project implementation.

g. In collaboration with the Project Coordinator, Project Staff and Funding Agencies, ensure that the relevant contracts relating to terms and conditions of work solicited for tasks are available.

h. Consult with the Project’s Accounts Officer and other accounting personnel on the project budget and disbursement process.

i. In collaboration with the Project Coordinator identify and recommend consultants to carry out specific tasks.

j. Ensure coordination support for projects, facilitate information sharing as well as coordinate activities among project stakeholders.

· A First Degree in Accounts/Financial Management or comparable professional designation, e.g. Level 3 of the CGA, is preferable.

· At least five (5) years work experience in project accounting.

· Experience within a project operation is desirable but not mandatory.

· Experience and demonstrated ability with knowledge of accounting software.

· Strong writing and communication skills are essential as well as experience in report writing.

Knowledge and Skills

a. Manage the financial elements of the project to include facilitating project disbursements and maintaining computerized financial records in collaboration with the Project Team and Contributing Agencies.

b. Reviews, analyses and verifies budget ensuring balances of revenues, expenses and transfers and prepares integrated budget for submission as required.

c. Develops project cash flow forecasts and other management reports on a monthly, quarterly and an annual basis for internal and external purposes.

d. Verify and certify invoices, payment vouchers along established PMU accounting and financial procedures.

e. Record all VAT payments and take appropriate action regarding this item and terms of donor funding.

f. Administer staff payroll, staff benefits, contributions to NIS and petty cash.

g. Collect monthly bank statements, prepare and deliver bank deposits and prepare monthly bank reconciliation.

h. Ensure that the project funds are administered in keeping with the established project budgets and disbursement procedures and in keeping with donor regulations, terms and conditions of grant agreements.

i. Consults with Project team on Project implementation schedules.
