CARICOM Secretariat

The CARICOM Secretariat is the principal administrative organ of the Community and is headed by a Secretary General who is the Chief Executive Officer of the Community.

Mission Statement of the Secretariat: To provide dynamic leadership and service in partnership with Community Institutions and groups, toward the attainment of a viable, internationally competitive and sustainable Community, with improved quality of life for all.

Renewable Energy Initiatives

The Caribbean Renewable Energy Development Programme (CREDP)

“To reduce barriers to the increased use of renewable energy thus reducing the dependence on fossil fuels while contributing to the reduction of greenhouse gas emissions”

CREDP is an initiative of the Energy Ministers of CARICOM region established to change the market environment for Renewable Energy in the Region

Funding for the Project is provided by: UNDP/GEF (US$4.426 million); Co-Financing by: GTZ (US$2.20 million), UNDP Trac (US$80,000), In-kind contribution from OAS, and Regional Governments and Institutions


CREDP was born in 1998 when 16 Caribbean countries decided to work together to prepare a regional project to remove the barriers to the use of renewable energy and to foster its development and commercialisation.

The objectives of the project are to:

Reduce greenhouse gas emissions by removing barriers to renewable energy development
Establish the foundation for a sustainable renewable energy industry
* Create a framework under which regional and national renewable energy projects are mutually supportive


1998 Initial meeting of 14 Caribbean countries and 2 British dependencies
1998 – 2000 PDF B Part I activities conducted. Barriers identified that prevent increased exploitation of our RE resources.
2002 PDF B Part II signed and started. Work focused on the development of financial mechanisms to promote investment in RE projects and the development of a pipeline of projects to be supported by CREDP.
* 2004 Full implementation of the project commenced
