(Closed) Call for Proposals- Energy Facility II Launched!

A new call for proposals, with a total budget of € 100 million, was launched on the 30th of November 2009. All the documents necessary to submit a proposal can be found here.


The call is a two steps one:

  • First, submission of a short concept note (deadline for submission 1st of February 2010) and its assessment by an evaluation committee.
  • Second, invitation for submission of a detailed proposal for those projects selected after the first step (the foreseen dedaline for submission is June 2010) .

The call is divided into two components:

Component 1: Projects to increase access to modern, affordable and sustainable energy services for poor in rural and peri-urban areas with a special focus on decentralised and renewable energy solutions as well as on energy efficiency measures.

Component 2: Actions to improve governance and framework conditions in the energy sector at regional, national and local levels, in particular those aimed at promoting renewable energy and energy efficiency.

Maximum and minimum co-financing

The minimum and maximum co-financing contribution from the Energy Facility is:

Applicants and partners

• All African Caribbean and Pacific (ACP) states, public and private bodies, intergovernmental organisations that are made up primarily of sovereign states or member states which are part of the ACP countries and civil society actors (NGOs and others) may be partners or applicants.

• All EU public and private bodies and civil society actors (NGOs and others) may be partners or applicants. For EU applicants the partnership with an ACP actor is compulsory.

• All international organisations can be partners or co-donors.

ACP-EU Energy Facility

The Energy Facility is a co-financing instrument established in 2005 in order to support projects on increasing access to sustainable and affordable energy services for the poor living in rural and peri-urban areas in African, Caribbean and Pacific (ACP) countries.

More than 1.6 billion people in the world mainly concentrated in rural and peri-urban areas of developing countries do not have access to electricity. The situation is particularly severe in African, Caribbean and Pacifique (ACP) countries, where the rate of access to electricity can be as low as 10% in rural areas. Access to energy is a fundamental prerequisite for economic growth and social well-being.

The European Comission established the ACP-EU Energy Facility within the EU Energy Initiative for Poverty Eradication and Sustainable Development (EUEI). The EUEI was launched by the European Union in 2002 during the World Summit on Sustainable Development (WSSD) in order to confirm its commitment to the achievement of the Millennium Development Goals (MDGs) in terms of poverty alleviation and eradication.

A second Energy Facility (EFII), with a total budget of €200 million, has been established under the 10th European Development Fund for the period 2009-2013.

The second Energy Facility will be implemented through two calls of proposals, the first € 100 million call expected to be launched early November, and two new co-financing instruments namely a  financial support to energy governance through the EUEI-Partnership Dialogue Facility (EUEI-PDF) and a pooling mechanism which involves European financing institutions and the private sector. Further information on these two new instruments will be published soon.

The second Energy Facility follows the successful implementation of the first Energy Facility, launched in 2005 with a total budget of €220 million. Almost seven million of people have already benefited from the 74 projects co-financed by the first Energy Facility.

Follow up on the launching event on the second ENERGY FACILITY programme:

On the 4th of November a launching event was held in Brussels at the Conference Centre Albert Borschette to present the 2nd Energy Facility. The main objectives and scope of the Energy Facility programme and particularly the new call for proposals were introduced, together with a brief presentation of the results of the 1st Call for Proposals 2006.

Former Call for Proposals – First Energy Facility: new monitoring website

In the coming days the Energy Facility will make available a monitoring website on the 1st Call for Proposal (2006) under the first Energy Facility in order to disseminate detailed information on the implementation of each of the 74 awarded projects.
