Project Summary
The Government of Belize (GoB) has received financing from the Inter-American Development Bank (IDB), and intends to apply part of the proceeds to payments under the project Assessment of the potential for Distributed Generation using Renew. Ener. & EE, for developing and supporting a Sustainable Energy and Energy Conservation Program in order to ensure a sustainable development in Belize, providing alternatives to minimize the dependency on fossil fuels. The specific objectives of this Technical Cooperation (TC)  are: (i) support the preparation of the Energy Efficiency strategy within the National Energy Policy (NEP); (ii) provide technical assistance to the GoB to develop a Baseline of consumption patterns and areas of opportunity for EE measures in amongst others, public buildings, industry, residential sector and Small and Medium Enterprises (SME); (iii) explore alternatives for renewable energies; (v) dissemination of findings..
The Inter-American Development Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information establishing that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualifications.
The IDB invites Consulting Firms to submit Expressions of Interest (EOI). Eligible consulting firms must have proven general experience and specific expertise in similar consultancies with the object indicated in this notice. As a result of the EOIs evaluation the IDB will short list six (6) Consulting Firms or affiliations, to whom, tentatively on November 2012, will be invited to present Technical and Economic Proposals, using the Quality Based Selection – Fixed Cost method. The contract will be signed directly with the IDB.
Interested consulting firms must submit information establishing that they are qualified to perform the services (description of similar assignments, experience) in similar conditions (country, continents, corporate structures, regulation, availability of appropriate skills among staff, etc.).
Consulting firms shall send their EOIs with not more than fifteen (15) pages written in English language and including: (i) legal name of the Consulting Firm; (ii) legal representative properly authorized to sign the declaration for and on behalf of the Firm; (iii) address; (iv) telephone number and fax; (v) e-mail address of contact person and website; (vi) information about the Consulting Firm organization and its principal areas of expertise and activities; (vii) description of specific experiences in renewable energy and energy efficiency, specially in Latin American and Caribbean countries, within the last 10 years, (viii) proven aptitude to develop, design and structure operative guidelines and institutional strengthening programs, (ix) proven aptitude to develop energy efficiency strategies and review and assess renewable energy resource studies (wind, solar, waste to energy), and (x) proven aptitude to conduct energy audits. The information requested in (vi), (vii), (viii), (ix) and (x) should include, as a minimum: a description of the activities, the degree or percent of participation in the project, the execution period and dates, the level of responsibility held by the company in each project (technical, supervision or administrative responsibility), the country and region with the location of the project. The curricula vitae of potential personnel involved in the studies are not required at this stage.
Consulting firms may associate to enhance their qualifications with Belizean, Caribbean (or international) consulting firms or research centers. Experience in Belize, Central America or the Caribbean islands will be preferable. It is strongly suggested to include local participation, whenever possible, to facilitate transfer of knowledge. Working language of the consultancy will be English, and reports will therefore be presented in that language.
Consultants will be selected in accordance with the procedures set out in the Inter-American Development  Bank: 0Policies for the selection and Contracting of Consultants financed by the Inter-American Development Bank00 (current edition) and is open to all eligible bidders as defined in the policies.
